Efficient and Streamlined Operation of New China Customs Advance Manifest (CCAM)

On 23 November 2012, the operation of the China Customs Advance Manifest (CCAM) system has been proven efficient and streamlined during a pilot run since end March 2011 at DaChan Bay Terminal One (the Terminal), a first mover followed by some other Chinese ports in different regions. 

The General Administration of China Customs is about to roll out the CCAM nationwide.

On 6 November 2012, an official of the Supervision and Control Department of the General Administration of China Customs openly recognized the successful operation of CCAM at DaChan Bay Customs in a seminar regarding the supervision of manifest and transport means.  The seminar was attended by representatives from Customs of Beijing, Tianjin, Shijiazhuang, Dalian, Shanghai, Ningbo, Xiamen, Qingdao, Guangzhou, Huangpu and Shenzhen, together with brokers, shipping agents and the Terminal. It was also reflected in the seminar that the new CCAM system reduced the customs clearance time and costs.  While shipping agents gained more control in interactive information exchange, the Terminal achieved higher operation efficiency through real time customs cargo release information.
